Independent row height

I have 2 colums in my page creation (see attachement) And in the Cell Style I changed the border thickness to 1 for the bottom.
As the text length in my text block is different for each cell, I want to have different row heights.
As you can see in the attachemt "result" I get a large blank space between the 2nd and 3th text (first column) and also the line of the 2nd text column 1 is aligned with the 1st text of column 2.
How can I solve this?

...instead to use text object use table object, probably after some trial you will obtain your goal.

sorry, forgot to mention: I also need to use anchors to jump from other pages to diffent loactions on this page.
...in the same page you can use the anchors, but to jump in different page you can use a hyphertext link selecting a destination from the list that appears on the screen.
Hope you can find the exact solution; experiments, experiments and experiments again.
